Motoko is Japanese, she works for the Japanese government,
fought under the Japanese flag in WW4 and lives in Japan. Her
body is a suped up version of a mass production model,
specifically so she would fit into her surroundings (Japan) and
not be suspicious.

The creator of Ghost in the Shell has never said anything in
regards to the 2017 live action film, it was Mamoru Oshii, who
directed the first film, he had balls do with with the creation,
GITS was already 6/7ish years old at that point.

"The Japanese loved the casting", is journalistic integrity at
its most shit filled brown paper bag on fire. They found enough
people to say that to make a good article/marketing/youtube
video.
